Not sure if this is statewide, but in SW Colo units, youth can put in for youth cow tags that are good as long as there is a season open and the tag is unfilled. You can pick the season that you want to hunt in, and if unsuccessful you take the tag to the local CPAW office and they "roll it over" or...
