I know why they do that in Colorado. The biologist are still figuring out the herd size, and haven't decided on how many tags a unit should have yet. November is a great time to throw some line. As already mentioned the brown trout spawn that time of year and can make for some fun times, especially early in the day when they are on the redds. Agreed, I don't feel that it is appropriate for a hunting application (breach of fair chase???)... however, the technology is remarkable.
