Anyone having problems catching bear this year??

Anyone having problems catching bear this year??
We have been having horrible luck. I have a fall bear tag and have been out every weekend running with hounds. We cant get them to stay treed. Ive talked to a few guys from around here and they had the same luck this spring with their bow tag. They never did get one. Even when they were baiting them in.
The berry patches have been loaded and seen a ton of bear sign every where we go.
The bears have been down really low this year down in the scrub oak and sage brush..??
I cant believe how far they have been running and will not tree.
Anyone else having the same problem or any advise????
